JOB SUMMARY

The Deputy Chief of Party/Health Financing Lead will provide overall leadership for the implementation of the health financing component of an upcoming project.



JOB DESCRIPTION

Key Responsibilities

  • Provide leadership for the design, implementation and monitoring and evaluation of all health financing and related activities.
  • Provide strategic direction for the project, ensuring alignment with donor requirements, national health financing goals, and state-specific needs.
  • Lead the development and implementation of technical assistance plans for state health insurance agencies (SHIAs) to strengthen the implementation of their schemes including strategies to increase coverage targeting the informal sector, strategic purchasing, etc.
  • Lead the analysis of the economic and financial implications of expanding health insurance access, particularly the affordability and sustainability of the schemes.
  • Lead the development of strategies to strengthen public financial management at the states, LGAs and health facilities including support for the budget process, and annual operational planning.
  • Articulate project support for the rollout of the revised Basic Health Care Provision Fund (BHCPF) 2.0 at sub-national levels.
  • Support the state in designing domestic resource mobilization strategies to contribute to the actualization of the state’s sector-wide approach (SWAp).
  • Collaborate with relevant stakeholders, and partners to identify opportunities for advancing domestic resource mobilization and innovative financing approaches.
  • Ensure effective coordination of project activities within established frameworks and donor strategies.
  • Liaise and manage communications with USAID and other external high-level stakeholders on health financing-related activities of the project.
  • Provide leadership, guidance, and mentorship to project staff and counterparts.
  • Perform other relevant duties assigned by the Chief of Party.


QUALIFICATIONS

Education and/or Work Experience Requirements:

  • An advanced Degree (MA, M.Sc, PhD) in Economics, Health Economics, relevant Social Sciences or Public Health with academic specialization in health financing, social health protection schemes/financial risk protection or commensurate work experience in health finance.
  • At least 8-10 years of proven health financing experience and strong knowledge of Nigeria’s health systems landscape.
  • Knowledge of methodologies used in health finance research, economic analysis, cost-effective analysis, return on investment analysis, quantitative analysis, and statistical/econometric analysis

  • Ability to manage projects, staff and consultants, set realistic priorities, and plan for the successful implementation of programs.

  • Well-developed written and oral communication skills.
  • Proficiency in use of relevant technology work tools and platforms.
