JOB SUMMARY

The Finance Officer will provide support to the Finance Manager to ensure prompt disbursement and reporting both at all levels of grant implementation.



JOB DESCRIPTION

Key Responsibilities

  • Ensure compliance with HSCL, USAID and other donor agencies policies and procedures, systems and practices.
  • Ensure that Concept Notes for state-based activities are promptly reviewed for accuracy with the approved budget and processed for approval.
  • Process advances due to States for their activities.
  • Perform daily posting of all financial transactions.
  • Assist with Budget Preparation.
  • Collaborate with the STLs and Finance Officers to ensure timely reporting.
  • Prepare payment schedule for review by the Finance Manager.
  • Carry out a review of staff advance retirement.
  • Raise adjustment and retirement of journal voucher and review of travel advances and authorization for accuracy for Finance Manager’s review.
  • Support Banking Reconciliation.
  • Appropriately and accurately file all transactional documents, financial vouchers, and journals.
  • Support trainings, meetings, and field activities as the case may be.
  • Preparation of required reports as at when due.
  • Carry out other duties that may be assigned by the Finance Manager.


QUALIFICATIONS

Education and/or Work Experience Requirements:

  • S/he must possess HND/BSc in Accountancy/Finance or related discipline
  • Professional Certification (ACA or ACCA) is an added advantage.


JOB EXPERIENCE

Desired Competencies:

  • Minimum of 4 years working experience.
  • Grants and project financial reporting experience, preferably in the health, social, or financing sector would be an advantage.
  • Experience and/or understanding of the flow of funds and associated risks associated with Grant management would be an advantage.
  • Strong analytical and problem-solving skills.
  • Excellent technical, written, and presentation skills are highly desirable.
  • Ability to work as part of a team and to be self-managing.
  • Must be computer literate with experience in an Accounting Package, MS Office-Excel especially.
  • Knowledge of working in Centralized Accounting System (CAS) would be an advantage.
  • Excellent interpersonal and team-building skills.
  • Ability to use computer applications for data collection.
