Job Summary

The Health Informatics Officer will ensure the optimal functionality of all electronic health information systems (EHIS) deployed under the ACE3 project particularly LAMISPlus across supported sites. S/he will coordinate state-level Health Informatics activities, provide technical support in system design and development, and ensure that digital platforms align with M&E needs and national standards.

Key Responsibilities

  1. System Optimization and Maintenance
    • Lead efforts to ensure the continuous availability and performance of supported databases (e.g., LAMISPlus, DHIS2).
    • Proactively identify and resolve system performance issues across all health facilities in the state.
    • Support routine system upgrades and enhancements in coordination with the national informatics and development teams.
  2. Coordination of Health Informatics Activities
    • Coordinate all digital health-related activities in the state and serve as the technical focal point for system deployment and troubleshooting.
    • Collaborate with state M&E, ART, and program teams to ensure effective integration of digital platforms into program operations.
    • Serve as liaison between state teams and national-level informatics units for system updates and strategic alignment.
  3. System Design and Technical Assistance
    • Support the design, content development, and customization of electronic systems such as LAMISPlus, DHIS2, GIS, and other digital platforms used in M&E operations.
    • Translate M&E requirements into clear software logic, indicators, and user workflows.
    • Ensure all information systems support timely and accurate data reporting, visualization, and use.
  4. Support for Software Development and Standards Compliance
    • Collaborate with the software programming team to define logic statements, business rules, and algorithm development for program indicators.
    • Conduct reviews to validate that software development complies with organizational standards, SOPs, and version control protocols.
    • Monitor implementation to ensure developed solutions reflect approved M&E indicators and technical specifications.
  5. Capacity Building and End-User Support
    • Facilitate training sessions for facility and program staff on the use of supported digital systems.
    • Develop and disseminate user manuals, SOPs, and system guides to improve system literacy and usage.
    • Provide technical support for users and troubleshoot issues related to data entry, system use, or reporting functions.
  6. Data Quality and Use Promotion
    • Ensure that health informatics tools support high-quality data collection, validation, and reporting across supported sites.
    • Promote the use of dashboards and system-generated reports to enhance program monitoring and decision-making.
    • Support facility and state teams in conducting routine data quality checks and validation exercises using electronic systems.

Qualifications

Education and Work Experience Requirements:

  • Bachelor's degree in health informatics, Computer Science, Information Technology, Public Health, or related fields. A master's degree is an added advantage.
  • At least 3–5 years of professional experience in health informatics, system administration, or database development, preferably in donor-funded programs.
  • Strong proficiency with digital health platforms such as LAMISPlus, DHIS2, and familiarity with SQL, Power BI, and other data tools.
  • Demonstrated experience in translating M&E requirements into system logic and workflows.
  • Good understanding of health program indicators, data flow, and digital reporting platforms.
  • Excellent communication, team collaboration, and problem-solving skills.
