Job Overview
Job Summary
The Technical Officer will provide both technical and strategic support across project implementation, stakeholder engagement, and business development initiatives. This role involves applying public health knowledge, research skills, and programmatic experience to support the delivery of high-quality health interventions and consulting services. The Technical Officer will also play an active role in expanding the organization's footprint through proposal writing, stakeholder engagement and advisory services.
Key Responsibilities

Program Design & Strategy
- Support the development of project objectives, workplans, and implementation strategies aligned with health priorities.
- Contribute to strategic discussions and planning processes to improve implementation effectiveness and impact.
- Assist in developing technical proposals, concept notes, and strategic documents.

Business Advisory
- Conduct market research and feasibility studies for healthcare and other development investments.
- Provide technical advisory on health system improvements and investment opportunities.
- Develop strategic business plans for health organizations and initiatives.
- Assist in project management, data analysis, and report generation for advisory engagements.

Research, Data & Analysis
- Collect, organize, and analyze quantitative and qualitative data, ensuring accuracy, integrity, and relevance to project goals.
- Conduct assessments, surveys, desk reviews, and other studies to evaluate program effectiveness, outcomes, and lessons learned.
- Prepare high-quality technical reports, presentations, policy briefs, and case studies for internal and external use.

Health Systems Strengthening
- Provide support in strengthening health system performance, with a focus on financial protection, resource mobilization, and service delivery.
- Contribute to the design and rollout of innovative interventions that address key health system gaps and promote sustainability.

Field & Implementation Support
- Collaborate closely with field teams to understand on-the-ground challenges and provide analytical or programmatic support.
- Supervise and mentor field staff, as needed, ensuring timely and quality execution of project activities.
- Monitor and support the implementation of project budgets and cost estimates, in line with approved plans.

Stakeholder Engagement
- Participate in technical working groups, meetings, and events with donors, government agencies, NGOs, and other stakeholders.
- Support the strengthening of partnerships with development partners and government institutions to enhance program reach and relevance.
- Represent the organization at local and international forums to build visibility and influence.

Business Development
- Actively support business development efforts including identifying new funding opportunities, researching donor trends, and tracking procurement forecasts.
- Lead the development of high-quality proposals and grant applications, ensuring responsiveness to solicitation requirements.
- Maintain a pipeline of potential clients, partners, and collaborators to expand organizational reach and service offerings.
- Lead the conduct of market assessment and feasibility studies.

Consulting & Client Service
- Provide consulting support by analyzing client needs and developing tailored solutions based on best practices and evidence.
- Support the design and delivery of technical assistance engagements for government, donors, and private sector clients.

Other Duties
- Carry out any other responsibilities or tasks assigned by the supervisor to advance project or organizational goals.
Qualifications
Education and Work Experience Requirements:
- A minimum qualification of B.Sc. in Economics, Public Health, or MBBS certificate in Medicine, or a related field.
- Minimum of 2 year for Medical Doctors and 3 years for other related disciplines.
- A professional certificate will be an added advantage.
- Strong knowledge of health systems, global health frameworks, and public health methodologies.
- Excellent analytical, writing, and communication skills.
- Demonstrated experience in proposal development, including responding to RFPs or donor solicitations.
- Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Experience working on an international donor funded project (e.g., USAID, FCDO, Gates Foundation Global Fund,), or NGOs is an advantage.
- Proficiency in Microsoft Office Suite and data analysis tools (e.g., Excel, Power BI, STATA, or SPSS) is a plus.
