Performance-Based Financing - Contract Management and Verification
On the Additional Financing-_ Nigeria State Health Investment Project (AF-NSHIP) funded by the World Bank and implemented by the National Primary Health Care Development Agency (NPHCDA), HSCL has since April 2018, served as one of the two Contract Management and Verification Agencies (CMVA) in Borno State.
On behalf of the State Primary Health Care Development Agency (SPHCDA), HSCL verified and endorsed the monthly invoices of 77 Primary Health Care Centres, 6 Secondary Health Facilities and, 6 IDPs clinics across Bayo, Biu, Damboa, Kaga, Konduga, Kwaya Kusar and Maiduguri Municipal Council (MMC) Local Government Areas (LGAs). Besides verification, HSCL provided technical assistance to these health facilities for the development and implementation of their quarterly business plans and responsive quality improvement plans (QIPs). HSCL also provided support to the LGA health departments to improve supportive supervision of their health facilities and address gaps from previous visits.
The performance-based payment to health facilities and technical assistance to the health facilities and management authorities have seen the utilisation of key MNCH services increase significantly between April 2018 and February 2020.
