Emmanuel is an Economist with an MSc in Health Economics from the University of East Anglia, UK with over 7 years experience in providing health systems strengthening support to institutions in Nigeria at the national and sub-national levels.
Emmanuel has extensive experience in design, planning, implementation, monitoring and evaluation of health projects/programs.
At HSCL, Emmanuel leads the technical unit in conceptualizing and implementing interventions across the spectrum of work areas delivered by the firm. As a senior member of the Health financing team, he serves as the senior health financing advisor for the firm’s health financing projects particularly providing technical advisory to teams implementing the State Social Health Insurance Scheme (SSHIS) support activities.
Prior to joining HSCL, Emmanuel, serving as a costing consultant through UNICEF, supported the development and implementation of policies and multisectoral strategic plans of action for various States in Nigeria including Adamawa, Bauchi, Jigawa and Taraba. Emmanuel also supported the World Bank-Funded Additional Financing-Nigeria State Health Investment Project (AF-NSHIP) where he served as a Performance Based Financing (PBF) expert.
