Victor is a development expert with a Public Health background. He has worked with various organisations at regional, national and international levels, providing technical assistance to the implementation of various projects.

He has supported over 50 implementing partners to design, process, implement, monitor and report HIV/AIDS-related projects with a value of US$25,000 and above.

He mainstreamed HIV/AIDS into NaCSA’s programmes and contributes to the goals of Sierra Leone's HIVAIDS Response Project (SHARP).
